The literature study seeks to integrate and critically assess existing academic knowledge on training in small and medium-sized enterprises (SMEs) through a policy lens, with the objective of tracing how both training and SME policy have evolved over time. This study synthesizes over 30 years of scholarly literature in the field of training and SMEs, providing an overview of its conceptual and empirical development. Attention is devoted to policy-related dimensions, with the aim of clarifying how policy frameworks have shaped research trajectories over time and where significant gaps remain.
