The overall research question for this project concern how to capture land rents from environmental and recreational services. The problem of charging for nature use is crucial for developing sustainable nature tourism and facilitate multiple use of forest land with a minimum of conflict.
The purpose of this project is to analyze what kind of institutions and means can be used to collect user charges for recreational services under open access. Given the institution of allemansrätten we will specifically investigate what determines people’s donation or voluntary contribution to recreational services. To facilitate donation from a consumer perspective and to use a cost effective mean of organizing donations from a producer perspective the project will focus on the use of micro payments, based on geographical positioning and/or cellular telephony.
Two specific case studies will be conducted, one on snowmobiles and one XC-skiing. Specifically methods of experimental economics will be used to test hypotheses that people will cooperate to solve a social dilemma conditional on others cooperation and that the introduction of a micro payment system increases cooperation rates in a user fee system and a donation system respectively. The project results are applicable to other multiple land use problems involving horseback riding, canoeing and mountain biking. The study follows in tracks of a Phd- project and field conditions and contacts are well established for case studies.
