According to the Higher Education Ordinance, Chapter 10, Section 1e (website), disciplinary action will be taken against students who

  • use material or study aids that are not permitted or who in another way attempt to cheat in an examination or in relation to a piece of work that will be evaluated
  • disrupt or obstruct instruction, examination or any other situation related to teaching and learning at the University
  • behave disruptively at the library or in another part of the University
  • subject a fellow student or a member of university staff to harassment or sexual harassment

Cheating

Cheating is when a student purposefully does something that he/she knows is not permitted. An example of this is using notes or a calculator in an examination even though this is not allowed.

Other examples are

  • Working on an assignment with somebody else when it is an individual assignment
  • Altering in any way an examination that has been corrected and returned by the teacher
  • Using somebody else's work without providing a reference or stating that the text is a quotation: this is known as plagiarism, a subject you need to understand, which is why Dalarna University has created its own handbook on the subject: Academic Honour Principle (pdf).

According to the Higher Education Ordinance (webpage), it is enough that a student attempts to cheat for him/her to be subject to disciplinary action. Therefore, simply by taking notes into an examination room is enough if it is felt the student did so for the purpose of cheating.

Disruptive Behaviour

There are rules that forbid any disruption that relates to the university: teaching, labs, examinations, placements external to the university, etc. The library also has rules in place to prevent disruption. As well, the use of the computer network in an unpermitted manner is considered to be disruptive.
Harassment

Disciplinary measures may also be taken against a student who subjects another student or a university staff member to harassment based on:

  • ethnicity
  • religion or other type of belief
  • sexual orientation
  • disability
  • gender

Reporting an Incident

What happens?

If a student is suspected of breaching any disciplinary code, the incident is reported to the Vice-Chancellor. Objectivity is key, but suspicion is enough for an incident to be reported.

Who reports the incident?

University staff members have a duty to report any suspected attempt to cheat. If they do not, then they are breaching their conduct of duty.

Investigative Process

When the Vice-Chancellor receives a report of an incident involving cheating, harassment or disruptive behaviour, an investigation begins. The student has the opportunity to explain what happened. The Secretary of the Disciplinary Board requests an explanation from the student and in most cases meets with the student to talk about the incident.

During the investigation, more information may be requested from, for example, teachers, examination invigilators and other students.

At the end of the investigation, the Vice-Chancellor decides in consultation with a legal representative within the Disciplinary Board whether the incident will be forwarded to the Student Disciplinary Board. The Vice-Chancellor alone can decide whether the incident warrants a warning or whether it should be dismissed.

If the Vice-Chancellor and the legal representative decide that the Student Disciplinary Board needs to be involved, then a meeting is held. The student is invited to attend so that he/she can make a statement on the incident.

Teachers and examination invigilators, for example, can also be asked to attend so that they can be asked questions.

The board then makes a decision that is emailed to the student after the meeting.

Warning or Suspension

A student will receive either a warning or a suspension. The Vice-Chancellor or the Disciplinary Board can inform the student in the case of a warning, but only the Disciplinary Board can inform the student in the case of a suspension.

A suspension means that the student, over a stated period of time, cannot take part in anything that has to do with teaching and learning at Dalarna University: that is to say, the student cannot attend classes, seminars, lectures, labs, etc. The student's account is blocked. A decision on suspension can be for one or more periods of time for up to six months in total.

The student is not entitled to receive CSN funding during the period of suspension. All who need to know (teachers, Ladok department, IT department, CSN) will be informed of the decision.

Appeals

The student can appeal a warning from the Vice-Chancellor by requesting that the Student Disciplinary Board review the decision.

The student can appeal a suspension from the Student Disciplinary Board by requesting the förvaltningsrätten (Swedish Court) review the decision.

The appeal must be in writing and must be addressed to "Förvaltningsrätten" in Falun and sent to The Registrar, Högskolan Dalarna. It must arrive no later than three weeks after the student receives the decision.
